Code amendment consultation



The City of West Torrens currently has a private proponent led Code amendment, which is open to public consultation. While this is not a City of West Torrens consultation, we are promoting it to the community to ensure all those who wish to provide feedback, can do so.

ACP Mooringe Pty Ltd is proposing to rezone 1.2 hectares of disused industrial land at 65-73 Mooringe Avenue, Plympton, to facilitate development of the site for residential purposes. 

The land is currently zoned as Strategic Employment and was formerly used by Boral for industrial purposes. The proposal is to rezone the land as a Housing Diversity Neighbourhood, which would include medium density housing to support a range of needs and lifestyles.

The Code Amendment Documents identify which aspects of the project the community can influence including: 

  • zone outcome 
  • application of overlays to the affected area 
  • application of technical and numeric variations to the affected area.


 Aspects of the project that stakeholders and the community cannot influence are: 

  • geography of the affected area 
  • general development policies in the Planning and Design Code (as it relates to state-wide policy) 
  • standard policies and wording contained in Zones and Overlays in the Planning and Design Code (as it relates to state-wide policy).
