Cowandilla, Hilton and Richmond LATM

The City of West Torrens commenced a Local Area Traffic Management (LATM) Study in 2018 aiming to better manage road safety, traffic and parking on our local streets. As part of this study, local residents, businesses and other key stakeholders within the study area including Cowandilla, Hilton, Richmond and parts of Mile End and Torrensville were previously surveyed to help identify key traffic issues in conjunction with Council's traffic investigations.

Council has since reviewed all the responses received and, having identified the most prominent issues, have developed the following potential traffic treatments.

Locations and overviews of the proposed treatments

  • Project A: “No Left Turn” signs to address through traffic from Henley Beach Rd
  • Project B: Speed humps to address speeding and discourage through traffic
  • Project C: Half road closure to address through traffic
  • Project D: Entry threshold treatment to address safety and parking near intersection
  • Project E: Roundabout on Hounslow Ave to address speeding
  • Project F: “No Right Turn” signs to address east-west through traffic along Roebuck St from Hounslow Ave
  • Project G: Roundabout to address safety at intersection of Hounslow and Bagot Ave
  • Project H: Dedicated right turn lane to address congestion and safety at the Hilton Plaza Car Park access

Note: Project G and H are not included in this consultation as they have been considered as part of the upcoming road reconstruction project.

  • Project I: Speed humps on Jenkins St to address safety and speeding
  • Project J: Indented parking bay to alleviate congestion
  • Project K: Roundabout to address speeding and safety. Possible removal of existing road closure to improve local access
  • Project L, M, N, O & P: Roundabout to address speeding and safety
  • Project Q: Centreline hardening to address speeding and safety at intersections
  • Project R, S, T, U & V: Entry threshold treatment to address parking and safety at intersection
