Ashford, Keswick, Kurralta Pk, Marleston and Plympton LATM Plan


Update: During the latest round of community consultation, proposed options for traffic calming devices to be installed at locations of significant concern were provided to the community for feedback, with nearly 1,000 people visiting our Your Say project page and 173 people providing input.

Based on feedback, a draft LATM plan will be developed and presented to Council for endorsement in the coming months. Implementation of the calming devices will occur during the next 5 years. Implementation will be based on priority of treatments and subject to funding.




In 2020, the City of West Torrens completed investigations for the Local Area Traffic Management (LATM) Study for the area comprising of Ashford, Keswick, Kurralta Park, Marleston and parts of Plympton, Netley and North Plympton, also known as Precincts 17, 18, 19, 20 and D. As part of this study, local residents, businesses and other key stakeholders were surveyed to help identify local traffic issues in conjunction with our investigations.

We have now reviewed the feedback and are seeking community feedback on the proposed options for traffic calming devices to be installed at locations of significant concern.

    Phase 1 Consultation

    The City of West Torrens commenced a Local Area Traffic Management (LATM) Study in mid-2019 aiming to better manage road safety, traffic and parking on our local streets. As part of this study, local residents, businesses and other key stakeholders within the study area including Ashford, Keswick, Kurralta Park, Marleston and Plympton are being surveyed in conjunction with Council's traffic investigations.

    What is a Local Area Traffic Management plan?

    The LATM plan aims to better manage traffic and parking in local streets and improve road safety by identifying transport and parking issues and then developing improvements in the Study Area. The LATM plan considers all users of the road network including pedestrians, cyclists, public transport, private vehicles and commercial vehicles.

    The LATM can include simple, low-cost measures such as line-marking and signage, through to major works such as road humps, roundabouts and slow points. The measures are tailored to address problems such as dangerous intersections, high traffic volumes, high traffic speeds, pedestrian safety, improving cycling facilities, supporting public transport, parking issues and addressing future major developments in the area.

    The Study Area

    The study area comprises of the area bounded by ANZAC Highway, Richmond Road, Marion Road and the Adelaide Airport eastern boundary which includes the suburbs of Ashford, Keswick, Kurralta Park, Marleston, Plympton and part of North Plympton as illustrated in the map below.


    Why is this happening in this area?

    A ranking system has been developed that has prioritised the order in which LATM schemes should be investigated over the entire Council area. Subsequent LATM schemes will be undertaken in other suburbs.

    What happens next?

    The LATM process is anticipated to take 12 to 18 months. The first step is to identify the main traffic and parking issues in the Study Area and collect traffic and parking data. Once this has been undertaken, options will be developed to address the significant issues.

    A report will be presented to Council which will provide analysis of the issues and potential treatment options in the Study Area. The potential treatment options will be developed through a Working Party consisting of Elected Members and Council staff.

    The community and stakeholders within the Study Area will be invited to comment on the potential treatment options through surveys and workshops. A draft LATM plan will be developed and presented to Council for endorsement and implementation during the next five years. Implementation will be based on priority of treatments and subject to funding.
