Design works for the community facility and Memorial at Mellor Park Reserve are continung. The design for the War Memorial, honouring those who served in the armed forces from Lockleys and surrounding suburbs, continues to progress. The construction is expected to commence after the Christmas break, in mid-January, in order to be complete by Anzac Day 2023. 

Concept plans have been developed for the community facility. The plans for the facility include a new accessible entry, improved storage, new toilet facilities as well as aesthetic improvements. The procurement process has commenced to seek a contractor to complete the work. The upgrade is expected to be completed by mid-2023. 

Work has continued sourcing movie poster imagery to feature as part of the 'Nostalgia Walk' at the Reserve. In addition, a historic summary of the former Soldier's Memorial Hall has been prepared and will be installed concurrently with the movie posters. This work is expected to be completed by December 2022.

Background

During 2015, a master planning exercise was undertaken for Apex Park, Lockleys Oval and Mellor Park in order to provide a future direction for these spaces in order to cater for the changing needs of the community.

The main components of the master plan included:

  • relocation of Mellor Park Tennis Club from Mellor Park Reserve to Lockleys Oval
  • relocation of the riding arena, riding club and Girl Guides from Lockleys Oval to Apex Park, thus allowing suitable area for construction of additional tennis courts at Lockleys Oval
  • consolidation and upgrade or facilities on all three sites, including new shared facilities at Lockleys Oval and Apex Park.

Funding was subsequently received from the Federal Government - Building our Future Community Development Fund, to support the three upgrade projects.

To date, upgrading efforts have concentrated on Lockleys Oval and Apex Park in order for the relocation of clubs to take place, allowing further development of the concept for Mellor Park Reserve to be undertaken.

Mellor Park Reserve upgrade works are scheduled to begin in September 2020 and will include:

  • demolition of the former Lockleys RSL Building, the former Windsor Theatre building and the Mellor Park Tennis Clubroom building
  • new on-site car parking off Henley Beach Road
  • reduction of the number of tennis courts from two public access and four club courts to one public access plus one 3-on-3 basketball court
  • upgrade to public toilet facilities
  • sculpted mounding /amphitheatre style area (for enhanced use of the reserve for events)
  • a new junior and senior playspace (additional junior equipment expected June/July 2022)
  • new bocce piste
  • landscaping and return to green space.

Further, a number of complementary elements will be installed/upgraded on site during the next two years including:

  • the construction of a memorial to recognise the former Lockleys RSL Sub-branch and Memorial Hall association with the site
  • improved access to the former Lockleys Senior Citizens facility and former Child and Family Health Service building to allow for public use.

    Why is there heavy machinery digging trenches within the tree protection zones of the 4 large significant gum trees on site? There is a large shipping container and heavy materials stored within the tpz's of 2 of the trees. These are breaches of the tree protection act and should be immediately assessed by a compliance officer. All work should be halted until further investigation and correct protocols have been under taken. Tree protection zones should have fencing erected around the trees to stop these tree damaging activities. I believe an arborist report needs to be done to ascertain the extent of the damage. I have videos of trenching and photos of severed roots. Please act swiftly for the safety of the public and the health of these trees.

    All mechanical excavation taking place at Mellor Park has been undertaken carefully and in keeping within appropriate tree management protocols. All excavations within the tree root zone of the regulated and significant trees have used a combination of hand digging and hydro excavation to complete the trenching. There has been some minor roots encountered through this process however, those with a diameter greater than 30mm have been maintained and works have been able to be undertaken leaving these tree roots in place.

    The storage container is within the dripline of a tree, however this has been acknowledged as acceptable by Council's arborists. There is also materials stored within the dripline of one tree which will be removed as soon as possible.

    All work is being monitored by Council arborists.

    Why keep the small senior citizens building. The lockleys cinema building would be way better to keep as a community hall. It’s bigger and better. Do you think when the built it as a memorial to the ww1 veterans they wanted you to knock it down to make a car park.

    The process of developing a masterplan for the Mellor Park site began some years ago as a result of a city-wide Asset Review. The Asset review proposed the consolidation and realignment of certain community facilities at Lockleys Oval, Apex Park and Mellor Park. 

    The review took into consideration the closure of the Lockleys RSL Sub-branch and closure of the Lockleys Cinema due to low attendance numbers for over 3 years prior to closure. At the time the Lockleys Senior Citizens building was well-utilised by the seniors group and was in excellent structural condition. As a result, this building formed part of the overall masterplan whereas three other sub-standard and unused buildings on the site were ear-marked for demolition. 

    Council consulted widely in accordance with its Public Consultation Policy on these decisions and have worked closely with both the former Lockleys RSL Sub-branch and State RSLSA to ensure the local veterans continue to be honoured at the site. In addition, the Council Assessment Panel, an independent body, approved the plans after considering the advice of two heritage consultants.

    Last year the Lockleys Seniors Group disbanded and the building will be repurposed by Council for the community. The building was assessed and deemed to still be in excellent condition, only requiring minor modifications to enable it to be a new community centre, accessible for all members of our local community.

    what aspects will be included in the junior and senior playspace that will be at the western end of the park

    The playground concept is taking into account feedback received from an online survey undertaken last year. The survey revealed climbing, swinging, sliding and enhanced natural environment as the top 4 important activities people would like to see at the reserve. We will also be focussing on ensuring a number of elements are accessible for all, including those with disabilities. With COVID-19 restrictions this year, it has been difficult to take delivery of playground infrastructure from overseas and therefore the final design is awaiting confirmation the play elements will be available in the coming months.

    Will the Gum trees at Mellor park be replaced with safer trees. The threat to human life is not something to ignore here. The council is responsible for assuring public safety but instead it is playing russian roulette with peoples life particularly young children at the play set up established so close to these dangerous trees.

    The Gum trees are not being removed as West Torrens aims to increase green space and canopy coverage across the City.

    The Horticultural Services Team has developed a new tree management system devised to manage high risk trees in West Torrens, including Mellor Park. The trees were inspected by a qualified tree specialist who then advised how often they would need to be routinely re-inspected to assist in the safety of residents and park users.

    Significant storm events will obviously affect the trees outside of the recommendations.

    Why not leave the theatre as a community hall for concerts and events

    Thank you for your question regarding the Mellor Park upgrade.

    As part of the overall Mellor Park Master Plan, we will be retaining the Seniors Centre as a community space that can be utilised by those who live in our local district.

    The Mellor Park Master Plan is one of several that have been undertaken concurrently (Apex Park and Lockleys) to ensure that groups that utilise these spaces are catered for, as well as our general community. Council already owns two event spaces in West Torrens, Thebarton Theatre and Star Theatre. The new facilities that we are building are designed as multi-use facilities to cater for the needs of our diverse community.

    Hello. Will the new 3 on 3 basketball court be under lights? Or could existing lights at the Mellor Pk Tennis Club be moved to the new basketball/tennis area?

    The courts will have lights (no fee) but will only operate until 10pm. They will have a push button timer which will set the lights to operate for 30 minutes with a cut-off timer set to 10pm.  Similar to those at Weigall Oval.
