Outcome

Having considered the outcomes detailed in the final Representation Review Report, the following preferred Council representation option (Option 1) was adopted by Council at its meeting on Tuesday 7 September 2021:

  1. The principal member of Council continues to be a Mayor elected by the community;
  2. The Council be comprised of fourteen (14) councillors, in addition to the Mayor;
  3. The Council area be comprised of seven (7) wards, as depicted in clause 4.3.2 of the Representation Review Report.

Follow-up consultation *CLOSED*

Councils in South Australia are required to undertake regular reviews of their elector representation arrangements to ensure that their communities have adequate representation on councils.

Known as a Representation Review, the process requires us to examine the structure of the Elected Member body, consult with constituents regarding any changes, then adopt a Council structure until the next review.

During the past few months we have been undertaking a Representation Review to ascertain whether our current structure - seven wards of two councillors each and one mayor - is still relevant.

This review has been undertaken by Kelledy Jones Lawyers and we are now seeking community views regarding the findings.


The results for Stage 1
The preliminary results of the Representation Review show that the current structure (Option 1) of seven wards with two councillors and one mayor elected by the community is the preferred structure.

Four options were provide to our community during a consultation process (9 April 2021 - 21 May 2021), these included:

  • Option 1 - existing structure.
  • Option 2 - no wards, 14 councillors, plus a mayor.
  • Option 3 - six wards with two councillors each, plus a mayor.
  • Option 4 - five wards with two councillors each, plus a mayor.

While only 38 community submissions were received during the consultation period, 42.1 per cent agreed that the current ward structure, with a mayor being elected by the community, was preferred. 31.6 per cent were in favour of Option 3, with 18.4 per cent in favour of Option 4 and 7.9 per cent in favour of Option 2.

Known as a Representation Review, this revision determines whether our West Torrens' community would benefit from a change to composition or ward structure.

We have started our Representation Review and we're seeking your feedback. You can do this by writing to us, emailing us or completing the online submission form.

Our Representation Review must be completed by October this year and, as such, all submissions are required by close of business, 21 May 2021. The review does not consider changes to the external boundaries of the City of West Torrens, nor its name.


What is being reviewed

All information about the Representation Review and options can be found in the City of West Torrens Representation Options Paper and the maps below.
