Consultation has concluded

The City of West Torrens Council has been approached by the Adelaide Football Club who is looking for a long-term lease of Thebarton Oval Precinct.

Before entering into any lease arrangement, the Council needs to understand the level of support our community has for it. 

Your feedback will help the Council make a decision, and to understand better, what your interests are.

To assist the Council with this consultation, URPS has been retained as a third-party consultant to oversee the community engagement process.


Proposed lease area

The Precinct is classified as ‘Community Land’ and includes Thebarton Oval and Kings Reserve, which Council owns and manages on behalf of the community (refer map).

This area also takes into account the future needs of the State Government’s Torrens to Darlington Project (T2D), which proposes to widen South Road.

Proposed lease agreement 

The proposed lease seeks a term of 42 years. This long-term arrangement acknowledges the significant financial investment proposed by the Club and would provide them with certainty of access to the Thebarton Oval Precinct for the term.

The proposed lease includes conditions that the Club would have to meet, including:

  • Paying rent to the Council to access the land.
  • Investing in new facilities for community use, as well as the Club’s own use.
  • Increasing community access to the Precinct, supporting everyday use and organised activity.
  • Preserving the history of the Precinct, including all State significant assets.
  • Ongoing maintenance of assets and greenspace within the Precinct.

Benefits to our community

In 2018, after extensive community consultation, the Council approved a Master Plan for Kings Reserve, which adjoins Thebarton Oval and is part of the Precinct. The Master Plan identified 6 key themes which are important to the community:

  • Remove barriers and activate the spaces.
  • Preserve pedestrian and cycling accessibility.
  • A unified community precinct approach.
  • Enable community-based facilities.
  • Improve existing sporting infrastructure.
  • Allow for passive recreation.

These themes have been, and will continue to be, front and centre in the Council’s consideration of the request by the Club to lease the Precinct.

Under current arrangements, Thebarton Oval is not available for general community use. The proposed lease with the Club would see this space ‘opened up’.

The existing greenspace would still be accessible for recreational activities, with more greenspace being provided. In addition, improvements to existing community facilities and infrastructure would be made as part of the proposed lease.


Adelaide Football Club proposal

The Club has been searching for a new location for its home ground for a number of years and has made it publicly known that the Thebarton Oval Precinct is its preferred option.

The Precinct would support training and development for the Club’s 3 teams, as well as a base for its education and community programs.

It is intended the Precinct would host the Club’s AFLW home games, in line with existing venue arrangements catering for 9,000 patrons. Games involving the Crows’ AFL team will remain at Adelaide Oval.

To support its needs, and to provide for the community, the Club is proposing significant investment of approximately $80 million at the Precinct which could see facilities such as:

  • Two ovals, both accessible for use by our community, when not in use by the Club.
  • Gender equity, with AFLW facilities capable of accommodating the industry’s future expansion to full-time athletes and coaches.
  • Aquatic facilities, rehabilitation and medical amenities, with publicly accessible allied health services.
  • A proposed site to accommodate a community facility to replace Thebarton Community Centre (identified to be removed by the T2D works).
  • Community accessible hospitality spaces.
  • Improved on-site public car parking options and greater accessibility to accommodate the daily use of the proposed facilities.
  • Temporary event, festival and game day parking on Kings Reserve and adjoining green spaces.
  • Improved community recreational facilities.
  • Continued community festival hosting with greater public amenity provided.
  • Increased usable greenspace and public plazas available to our local community.
  • A commitment to maintain green space and to enhance existing tree planting.
  • Proposed vehicle access via main roads (Ashwin Parade and South Road subject to T2D).
  • Containing parking on site to manage impacts on local roads.
  • Retaining State significant heritage assets.

If the proposed lease is granted, further work will be undertaken by the Club and the Council to plan and design the Precinct. Further opportunities to provide feedback will be available through this process.



You are invited to provide your thoughts on the proposed lease between Council and the Adelaide Football Club by:

  • Completing the online survey

    How are we meant to answer about a lease when we don’t know what it looks like? What community access will actually be?

    Hi Erin

    This is only an initial consultation to gauge if there is appetite from the community to engage in a lease with the Adelaide Football Club (AFC) for the Thebarton Oval Precinct.

    While Adelaide Football Club has a concept for how it will develop the Thebarton Oval Precinct, there is currently no master plan.

    Following this first phase of consultation, Council will consider the community feedback received and determine whether a lease should be supported.

    If there is appetite from the community to engage in a lease, the next stage would be to develop a master plan.

    Master Plans are costly to develop, this is why we need to gauge community support first on the proposed lease prior to engaging in the development of a master plan.

    The development of a master plan which will involve further consultation with the community. This will include holding a public meeting.

    How are you counting the surveys? Will people who live closer get more of a say? Do people from the electorate get more of a say than crows supporters outside of the electorate

    Most of Council's consultation processes are open to anyone who would like to put in a submission. This one is no different.  

    The feedback form seeks details from respondents about their street address and suburb as well as if they are a West Torrens resident, business owner and/or rate payer, Adelaide Football Club member or supporter, general public and/or other (respondent can enter own description).

    This information will enable the Council to understand who has responded to the consultation and where they are from, including whether they are a rate payer and/or located within or beyond the Council area.

    This information will then be presented to Council to help inform their final decision. Council exists to represent its residents and ratepayers and as such, greater consideration will be given to feedback from those groups.

    As per your response below, "it would be inappropriate for Council to allocate ratepayers' money towards a costly Masterplan unless there is an already demonstrated appetite from the community to engage in a lease. This is why we need to gauge community support first ". At the community meeting Mayor Coxon stated emphatically that the Masterplan would be entirely at the Crows' cost. Which is true please?

    AFC would like a second oval to practice to MCG dimensions but many in the community do not wish to lose Kings Reserve and its current canopy or access to it for training and parking for an undefined period of time. Can Thebarton Oval instead be widened by 11m? It is already planned to lengthen it by 7m. The width is currently larger than Adelaide Oval by 6m. The fixture only sees the men’ team playing at the MCG 1-2x per year. Is this just a way to add more parking to the precinct?

    The Council understands that the local community are concerned about a range of issues associated with the use of the Thebarton Oval Precinct by the Adelaide Football Club if a lease was to be granted.  

    These issues include how traffic and car parking will be managed, loss of trees, loss of green space, loss of residential amenity and reduced public access to the area.  

    If the project does proceeds to the next stage, the Adelaide Football Club will be required to prepare a master plan which will involve further consultation with Council and the community.

    Can you please explain why the consultation timeline has changed three times in as many weeks? Originally it read "December: Council decision on Thebarton Oval lease agreement", then it changed to "November 2022: Consultation report presented to Council for decision on the Thebarton Oval lease agreement". Now it reads "November 2022: Consultation report presented to Council. The consultation report will be presented to Council for review. A decision will be made on whether to move the Thebarton Oval lease agreement to the next stage". Three questions: 1) why has this text changed? 2) is there a consultation plan associated with this project, if so can you please make a copy publicly available, and 3) if so, does it include a timeline?

    The consultation process being implemented about the proposed lease of the Thebarton Oval Precinct by the Adelaide Football Club is being delivered in accordance with the Engagement Plan approved by Council. The Council has also approved the information pack that is associated with the consultation process.

    Whilst the Council approved engagement plan for this project is not publicly available, all steps of the consultation process are outlined on the project website. The timeline is indicative of the consultation process so far in accordance with the approved engagement plan and has included an online survey and community meeting. The consultation report will be presented to Council for review in November 2022 and a decision will be made on whether to move the Thebarton Oval lease agreement to the next stage.

    The timeline on Your Say West Torrens was edited based on feedback and frequent questions received from the public. The edits were to make it clear to readers what the stages would entail.

    If it proceeds to Stage 2 and the Crows finalise their Master Plan, how will the residents and ratepayers of the WTCC be able to express their views on whether they support or don’t support the Master Plan? Will the Council engage UPRS (or a similar company) in the same “have your say” format as Stage 1? Can the Council give assurance that if WTCC residents and ratepayers are opposed to the Master Plan that the lease will not go ahead? (Especially since it’s been said multiple times the Crows will pay approximately $1 million for he Master Plan)

    Are you intending to vote on granting the lease during the current caretaker period? Or will this issue be considered by new sitting council? On what grounds was permission sough to discuss this issue during a caretaker period?

    Hi Emma thank you for your questions.

    Although the consultation is occurring during caretaker, no lease will be entered into during this time.

    Council will receive the summary report about the consultation on the proposed lease at a Council meeting in November where it will then decide whether to move the project to the next stage.

    If the project proceeds to the next stage, the Adelaide Football Club will be required to prepare a master plan which will involve further consultation with Council and the community. This will include holding a public meeting as previously advised by Mayor Coxon. 

    No lease will be entered into until Council is satisfied with the master plan for the use of the Thebarton Oval Precinct by the Adelaide Football Club. 

    Consultation on the lease proposal during caretaker period is permitted as the City of West Torrens has a ministerial exemption from the Minister for Local Government under the Local Government Act.

    What payment is there on the lease and how long does it run for considering the land is worth 30 million dollars I would suggest minimum of $30000 per week for 20 years any less would be an insult to the people in the WTCC

    The proposed lease identifies a timeframe of 42 years initially with a further 42 year term able to be negotiated by the Adelaide Football Club.

    Pages 3 and 4 of the Key Commercial Lease Terms available here detail the rent that will be charged to the Adelaide Football club.

    A major benefit being claimed by the proposed lease with the Adelaide Football Club is that Thebarton Oval will be ‘opened up’. This is a benefit that was already going to be realised with the current lease holders (the SANFL – $18M proposed in 2021) and was already part of the 2018 Kings Reserve Masterplan. Under these previous plans the community were going to also retain unrestricted access to their community owned Kings Reserve. How does this new proposed lease with the AFC provide a better outcome for the local community and broader West Torrens residents?

    The proposed lease agreement appears to promise the AFC a second Oval the size of the MCG within the proposed lease area and which will be restricted for use by the community when "not in use by the club". This second Oval takes up all the community land that is not currently at risk of being taken by the South Road upgrade. The location of this oval is also the site of the existing skate park, picnic area, soccer pitches and 2018 planned playground and recreation areas. Does this lease agreement lock the community into handing over this land and all its potential for a second oval that provides no community benefit?
