Project update

Following several rounds of community consultation a major redevelopment of Frank Norton Reserve was completed in August 2025, delivering improved play areas, pathways, picnic and BBQ spaces, and lighting.

Frank Norton Reserve Master Plan 2024

Key features of the redevelopment include:

  • A new playspace with a climbing frame, flying fox, sand play, swings, slides, trampolines, rockers, and spinning discs
  • New paths and landscaping
  • A new central BBQ area with shelter and picnic settings
  • Upgraded irrigation for the turf area
  • Expanded fencing around the playspace (though not fully enclosed)
  • New seating
  • Enhanced lighting

Additionally, services and electrical infrastructure will be installed to support a potential future public toilet, should the community request this amenity.

Consultation information November 2023

Consultation has concluded.

Between 4 October and 3 November 2023 Council is seeking feedback on a revised Masterplan for Frank Norton Reserve located at Rankine Rd, Torrensville.

In October 2022 and February 2023 we consulted with our community on plans to upgrade the Reserve, an important and well-used public space in West Torrens. The Masterplan developed to guide the upgrade works incorporated feedback we received through consultation.

While funding has been allocated to this project and the upgrade is planned to commence in mid-2024, two factors have come about that impact on the Masterplan:


Project budget

Increasing costs across the construction and material supply industries mean that the previously prepared Masterplan can no longer be delivered within the project budget.

We have recently developed a revised Masterplan that retains most elements of the previous version, but can be delivered with the allocated funding.


Public toilet

Feedback received during the previous consultations indicated a very high level of support for a public toilet to be installed at the Reserve.

In response, the Masterplan was updated to include a toilet facility on the Reserve perimeter, adjacent the Rankine Road footpath. From a design viewpoint, this location reflects best practice in its ease of access for passers-by, and limiting the risk of the facility hosting anti-social behaviour.

In March 2023 Council received two petitions on behalf of members of the community. One petition with 28 signatures objected to the planned location of the toilet facility due to negative visual and open space impacts. The other petition with 37 objected to the inclusion of a toilet "on Rankine Road or Torrens Road".


Revised Masterplan

During this consultation period we are:

  • Presenting the revised Masterplan for comment, and
  • Seeking community input to help prioritise elements of the Reserve upgrade including play equipment, fencing, and a public toilet.
