Consultation on the Glandore Character Area Protection Code Amendment has now closed.

The City of West Torrens is currently consulting on a Code Amendment that is seeking to reduce the maximum building heights for a number of properties along ANZAC Highway, Glandore.

The Glandore Character Area Protection Code Amendment is proposing to change the allowable maximum building heights from 8 building levels or 32.5 metres down to a maximum of 3 building levels or 12.5 metres. This amendments applies to the following 8 identified land parcels along and near ANZAC Highway, Glandore:

  • 118A Anzac Highway 
  • 130-132 Anzac Highway
  • 144 Anzac Highway
  • 158 Anzac Highway
  • 186 Anzac Highway
  • 188 Anzac Highway
  • 192 Anzac Highway
  • 2A Stuart Street

The allowable building heights are considered to be excessive for this location and contrary to previous strategic and policy work undertaken by Council. Importantly, reducing the building heights will better protect the existing Glandore Character Area, and align with heights allowed for other properties along this part of ANZAC Highway at Glandore. 

Section 78 of the Planning, Development and Infrastructure Act, 2016 provides an avenue for any proposed amendment to the Code to come into effect immediately whilst the Amendment undergoes a consultation process (this is known as Early Commencement).

The City of West Torrens has sought Early Commencement designation for the Code Amendment to avoid development applications being lodged on the affected land parcels in an attempt to take advantage of the current policy and so, undermine the intent of the proposed policy change.

Community Drop-in session

An information Drop-in Session will be held where you will be able to speak to staff and consultants about the proposed amendment and ask questions. No appointment or RSVP is necessary.

When: Thursday 9 February 2023, 5.30pm - 7.30pm
Where: West Torrens Auditorium, 1 Brooker Terrace, Hilton (entry via the Hamra Centre Library foyer)



How to have your say

Aspects of the Code Amendment that stakeholders and the community can influence are:

  • to support or oppose the reduced building heights suggested by Council 
  • which of the affected sites the revised building heights will apply to (all, or part). 
  • whether building heights not currently suggested for the affected sites should be considered 

Aspects of the Code Amendment that stakeholders and the community cannot influence are:

  • the designation of the Urban Corridor (Boulevard) Zone for the selected properties (this is not proposed to be changed)
  • policies within the Urban Corridor (Boulevard) Zone other than building heights for the affected properties
  • overlays that apply to the affected sites (these are not proposed to be changed)

All responses must be received by 5pm Thursday 16 March 2023.


All submissions will be considered by the City of West Torrens when considering the suitability of the Code Amendment and if any changes should be made. 

Please note that submissions will be published on the PlanSA portal, however, personal addresses, email and phone numbers will not be published, only company details (if applicable).

After the time for submissions has closed, an engagement report will be published on the PlanSA portal that will summarise the consultation outcomes and how the Code Amendment changed (if at all) as a result of the feedback received.
