Consultation has concluded

Update 6 October 2022 

Following the feedback received through the Kesmond Reserve Masterplan 'Your Say' consultation undertaken earlier this year, a temporary toilet facility has been installed at the site. This facility offers accessible toilet facilities for the public from dawn to dusk each day, seven days per week. A key concern of park users was the fact that public toilets were only available on the weekends, due to the facilities being located within the adjacent National Serviceman's Association building. 

These temporary toilets will be available until the reserve upgrade is complete during 2023, when permanent toilet facilities will be available in the reserve. 

Detailed design continues for the open space component and the proposed new community facility (for which funding has not yet been secured). Procurement for the open space components (ie reserve upgrade) will commence prior to the end of 2023. 



Have your say on the final Kesmond Reserve Masterplan

Kesmond Reserve, Keswick is a well-utilised and important reserve within the Keswick, Ashford and Richmond region and there are many elements currently located on the site such as playground, open space, tennis courts and community buildings. 

The City of West Torrens is currently developing a high-level masterplan for a future redevelopment of the site which aims to retain quality open space and maintain the character of the site whilst improving recreation features available for community use. Certain elements of the site will remain in the upgrade including the Memorial Rose Garden, playground and local heritage Mothers and Babies Building.

In 2021, Council was successful in receiving funding through the State Government's Open Space fund to enable the redevelopment of the open space at Kesmond Reserve to progress. Although the masterplan envisages a redevelopment of the National Servicemen's building (into a new community facility) as well as the recreation elements of the reserve, funding has only been received for the open space component at this time. The National Servicemen's building will remain in situ until such a time further funding can be sourced.

    Drop-in session

    After our initial consultation at the start of this year, we are having a drop-in session to help refine the main priorities and ideas raised for the site.


    When: Thursday 25 March 2021, 3.30pm - 5pm

    Where: Kesmond Reserve, Everard Ave, Keswick


    Council staff and contracted architects will be present at the session to discuss opportunities for the site and identify your favourite elements.


    If you cannot make it to the drop-in session at Kesmond Reserve on Thursday 25 March, you can still provide your feedback via the below survey.

    Update: A draft masterplan for the open space at Kesmond Reserve has been completed based on community feedback. The masterplan offers enhanced use of the open space for the local community including:

    • accessible toilets open from dawn to dusk 7 days per week
    • a perimeter scooter loop track
    • nature play aimed at toddlers
    • multi-use courts
    • re-oriented soccer goals
    • cricket nets
    • large open lawn space.

    Conversations have begun with relevant stakeholders regarding the potential design of a replacement facility to be constructed at Kesmond Reserve. The community consultation process for the entire redevelopment is therefore currently on hold until the new facility design has been drafted. Consultation on the completed draft masterplan will take place late in 2021.
