Cowandilla, Hilton and Richmond (Precinct 12 and 16) LATM

Notification of Endorsed Local Area Traffic Management Plan for Cowandilla, Hilton, Richmond, Parts of Torrensville and Mile End

In early 2017, the City of West Torrens initiated a Local Area Traffic Management (LATM) Study for the area including Cowandilla, Hilton, Richmond, Parts of Torrensville and Mile End (also known as Precincts 12 and 16). The LATM study is part of Council's Transport Strategy recommendations to proactively address growing traffic and transport issues.

The LATM Study is a multi-faceted approach to traffic management and includes consideration for transport statistics, state planning policies, public transport and road safety. Actions that can be developed as part of the LATM Study include low cost treatments such as parking management and line marking, through to major infrastructure improvements such as road re-alignment and the installation of traffic control devices. 

Council consulted extensively with residents and stakeholders throughout the LATM Study with three rounds of consultation used to identify key community concerns and develop treatments to address these. 

This LATM Plan has now been completed and recommended projects have been endorsed with the aim of improving road safety through the management of traffic and parking in local streets. The LATM plan considers all users of the road network including pedestrians, cyclists, public transport, private vehicles and commercial vehicles.

Area of Study


Recommend road projects

The LATM Plan includes a range of projects from simple, low cost measures such as line-marking and signage through to major works such as road humps, roundabouts and vehicle turning restrictions. The road treatments are tailored to address issues such as dangerous intersections, high traffic volumes, high traffic speeds, pedestrian safety around schools, improving cycling facilities, supporting public transport and addressing parking issues.

Considerable work has been undertaken as part of the LATM Study, including detailed and extensive community consultation, collection of traffic and parking data, assessment of issues and possible traffic management and parking solutions.

This LATM and its recommended road projects was endorsed by Council at the City Services and Climate Adaption Standing Committee meeting on 2 November 2021. View the LATM Council report(PDF, 13MB) .

The LATM recommended road projects have been staged, with funding allocation from Council to occur in the coming financial years.
