What's happening?
Council is proposing to revoke the community land status of Lindsay Street Reserve, located at Lindsay Street, Plympton.
Revoking the community land status would give council the option to sell the land in the future, with proceeds able to be invested into community projects and/or the purchase of community open space in more usable locations that would provide greater benefit to the community.
Between 15 June and 12 July 2026 we are seeking feedback from the community on:
- The proposed revocation and sale of this community land.
- How the funds might be invested if a sale were to proceed.
Council will consider community submissions in determining the next steps.
About Lindsay Street Reserve
The land is approximately 2,557 square metres in size and is classified as community land under council's Management Plan No.1 that is designated for reserves and sports fields. The land is not subject to any dedications, reservations or trusts.
There is only one access point to the site (from Lindsay Street) via a single-lane narrow driveway between residential properties, with the reserve somewhat hidden behind residential properties fronting Cross Road, and Lindsay and Belgrave streets, Plympton.
Why is revocation being considered?
Council is committed to ensuring our land and assets best serve our community, and community assets are routinely reviewed to ensure they remain fit for purpose and deliver community benefit.
Where a property is not expected to deliver good present or future community value, we consider selling it, so we can reinvest the proceeds in ways that benefit residents.
A recent review found Lindsay Street Reserve is an under-utilised asset with minimal community use and significant limitations which prohibit development of the space that would improve its community benefit.
While the land is available for the community to use, it's limited visibility and access has led to it being used by only a very small number of locals. The narrow entry point and safety concerns (due to limited passive surveillance) also severely impede the ability for Council to develop the space in any meaningful way.
Land classified as 'community land' must go through a formal revocation process before it can be sold. On 21 October 2025, Council approved the commencement of this process for Lindsay Street Reserve, Plympton (Lot 31 Lindsay Street under Certificate of Title - Volume 5704 Folio 563).
