Code amendment consultation



The City of West Torrens currently has a private proponent led Code amendment, which is open to public consultation. While this is not a City of West Torrens consultation, we are promoting it to the community to ensure all those who wish to provide feedback, can do so.

Pierson Pty Ltd is proposing to rezone 48,700 square metres of land at 25 Pierson Street, Lockleys. The land is confined within a single allotment and currently contains the Westpac Mortgage Centre (office) and the Lockleys Child Care and Early learning Centre.

The proposed amendment seeks to rezone the land from Employment Zone to Master Planned Neighbourhood Zone, to enable medium density residential development and building heights of up to 6 levels.

A hard copy of the Engagement Plan and Code Amendment Report are available to be viewed at the City of West Torrens Civic Centre, 165 Sir Donald Bradman Drive, Hilton.


Aspects of the Code Amendment which stakeholders and the community can influence are:

  • the spatial application of the Overlays;
  • the spatial application of the Technical and Numeric Variations.

Aspects of the project which stakeholders and the community cannot influence are:

  • the creation or amendment of policy contained within the Planning and Design Code;
  • the geographic extent of the amendment or the Affected Area; and
  • the residential intent of the Urban Neighbourhood Zone.

Information sessions

Public information sessions are being planned at which you can seek further information on the Code Amendment. You can book a one-on-one 15 minute appointment to meet directly with one of our planning consultants to ask questions and find out more about the Code Amendment.

The information sessions will be held at the Lockleys Sporting Facility located at 30 Rutland Avenue, Lockleys on the following dates:

  • Session 1: 9am to 4pm on Thursday 14 October 2021
  • Session 2: 9am to 4pm on Friday 15 October 2021.
