Weigall Oval
Oval Terrace, Plympton

Weigall Oval on Oval Terrace, Plympton is a much loved and significant piece of open space within the City of West Torrens. The redevelopment undertaken over the past 5 years has created an improved and more user-friendly recreation space and has facilitated greater use, experiences, and play at the site.

The Adelaide Angels Baseball Club and Adelaide Omonia Cobras Soccer Club currently hold licence agreements with the City of West Torrens over the Sporting Club facility, where they house the operations of each club. The clubs have presented 2 proposals to Council regarding changes to the use of the Weigall Oval site as follows:

  1. expansion of operating hours of the sporting club facility
  2. construction of a perimeter fence around part of the soccer field.

A period of public consultation for these proposals is now being undertaken and local residents are invited to provide feedback. The comments will then be analysed and a report will be provided to Council outlining the outcome (support or not support) of each proposal.

Each proposal has it's own feedback form as outlined under each proposal.

Proposal One: Extension of trading hour

The recent redevelopment of Weigall Oval (Oval Tce, Plympton) included the construction of a new Clubroom facility which is licensed for use by the Adelaide Angels Baseball Club and Adelaide Omonia Cobras Soccer Club. The facility is also available for community use outside of licensed hours.

As part of the development process, the operation hours of the bar, dining and function areas within the clubroom building were restricted to 7.30am until 11pm every day.

The Presidents of both the Adelaide Angels Baseball Club and Adelaide Omonia Cobras Soccer Club have sought the consent of Council, in its capacity as landlord, to extend the weekend trading hours of the Weigall Oval Clubrooms. The extended hours have been requested as the clubs' previous facility (on the same site) permitted trading until midnight. Further, the clubs have advised that the restriction on activity at the facility past 11pm impacts the ability of the clubs to raise funds to cover licence fees and outgoings.

The proposal would allow the clubs to extend the operation of the bar, dining and function areas within the building as below:

Proposal Two: Construction of new perimeter fence to (portion of) soccer field

The recent redevelopment of Weigall Oval (Oval Terrace, Plympton) included the construction of a senior soccer field, senior baseball field and shared junior soccer/baseball field. A low perimeter fence surrounds the senior soccer field.

The Adelaide Omonia Cobras Soccer club holds a licence agreement with Council over the senior soccer field at certain times/days and has sought the consent of Council to construct a new perimeter fence around a portion of the pitch.

The Cobras finished the 2022 season as Premiers in their Division (State League 2) and have therefore been promoted to the next higher division, State League 1. A requirement (of Football South Australia) for teams competing in State League 1 is the provision of perimeter fencing around the complex in order to ensure admission into the ground is controlled. This is for the control of crowds, safety of the spectators and safety of the players and officials.

The Cobras have proposed a combination of permanent and temporary fencing for the perimeter of the senior soccer pitch at Weigall Oval in order to meet the football league requirements. An 1800mm high black tubular fence is proposed to be installed and the proposed location seen on the map below.

A number of hinged and/or sliding gates are included in the design and will remain open to allow for pedestrian access at all times, with the exception of up to 12 soccer home games per year. The general community will still able to access and utilise the field outside of licensed hours. Temporary fencing will only be installed on game days along the south-western edge of the soccer pitch/community facility.

The Cobras have been successful in securing funding through the Federal Government to cover the costs of the permanent perimeter fence. There will be no costs to Council for the purchase and installation of the perimeter fencing.

The proposal still allows public access to the site from all directions and not only meets the requirements set out by the Football South Australia for State League 1 competitions, but also provides additional safety for the Club's players.
